Well, Dan Ellison is still out there, and he could probably be considered one of the good guys, given that his primary actions after being shot down were to refrain from assisting the traitorous Agent Wasdin and to help Shinji and San jimmy the door for their Evangelions. And even if his ties to SEELE aren't quite severed, he probably doesn't want to see unrelated aliens rising from the sea and killing everyone.

The other person we might see in a robot from NXE is Marina Kirishatova, piloting Zashchitnik; she'll probably appear during an attack on Vladivostok or something. After all (the Russian planners would think), nukes work on kaiju, and giant robots with AT field generators work on kaiju, so a giant robot with an AT field and a nuke will definitely work.

Another thing that NERV/XCOM might want to revive would be the IT field equipped Raidens. Obviously, they aren't going to be able to kill a kaiju even with phase space neutralizers, because this isn't that kind of story, but given that the kaiju can strike anywhere near the Pacific Ocean, having something that can tell one "Hey, stop trashing population centers and pay attention to us instead" while the Evas are on route is a good thing.
