Mainly because he has no identifiable sense of humor, which is a bad thing in someone, such as a Marvel mutant, whose life can really only be made tolerable by liberal doses of humor. (Even if it's only gallows humor. Scott can't even do that.)

It's also a reflection of his interactions with Don. Cyclops had left the X-Men when Don came along, and Don was one of the younger generation who didn't particularly appreciate it when Scott wandered back in after years out in the cold and started styling himself Supreme X-Leader. Don used to compare him unflatteringly to Starscream, which always got on Scott's nerves. (And that was before Don started dating his daughter.)
