Cryptic never did catch onto the fact that Section 31 were meant to be the asshole scum the heroes take down at some point, instead making them the consistently smug shitheads that constantly dick us around. (See also; Sela) Thank god certain missions in the Cardassian arc where he got really annoying were removed. That, and some of the extra dialogue in the Devidian storyarc, which can be summed up as 'you naive fool and your petty morality, only Hard Men That Make Hard Choices can get things done'

If I was writing the endgame for the Section 31 arc, it would have had one of your options being something like...

"See, the reason I got into Starfleet was because I believe in its mission, its morals and its ethics. Your attitude here in 31, that whole thing that you make the hard decisions that get things done, morals and ethics be damned, is pretty much the _exact opposite_ of it. You go for the easy solution. Finding a way out of some of this shit in a way that doesn't leave hundreds of millions dead? That's hard. But you know what's going to be easy?
