We don't know much of anything about her personality, but there is preview art of what Shinano will look like once Kantai Collection gets around to adding her.

I was right; she's adorable.

Daonbooru will demonstrate.

Another tragic beauty for the Kancolle ranks. Her luck stat may end up pegged at 1 if only because there's no way to make it a negative number. Two sisters lost to the war, converted to be a carrier out of desperation, and then sent to the bottom before she even finished fitting out due to combination of torpedo damage and bad design.

Or, depending on which narrative you credit, torpedo damage and incompetent damage control.

Given the state of Japanese shipbuilding at the time (i.e. scrambling for whatever they could lay their hands on) and the questionable quality of their damage control techniques even at the height of the war, I'd say it was the classic "little of column A, little of column B." Namely bad design compounded by incompetent damage control that both drew from the same well of late-war woes.

If there's one thing I've learned, is that incompetence is an nfinite resource and there is always plenty to go around, so...I prefer to assume incompetence is behind everything until shown otherwise.

Seems that the Kancolle creative team has decided to keep Shinano on the backburner for the foreseeable future in favor of continuing to fill in the destroyer rosters and bulking up the foreign naval forces. They brought in two foreign carriers (Graf Zeppelin and Aquila), have been bulking up the Regia Marina, and have introduced first the USS Iowa and now HMS Warspite.

Kinda wonder if the reason they won't introduce Shinano is because writing stats for her would be a nightmare. A fleet carrier that eats more than Yamato, has a greater aircraft capacity than Akagi, but also has a luck stat that makes Mutsu look like Yukikaze?

Maybe they're thinking about finally offering the product in other regions, and so are concentrating on giving the game more foreign appeal by adding more non-Japanese ships (and offsetting some of the endemic criticism that they're glorifying the wrong side of history, particularly now that they've started including Allied ships). If so, I would submit that they've kind of missed the point of the game's popularity outside the area where it's officially offered, but hey, I'm not their dad. :)

Also, it's worth noting that the 72nd anniversary of Shinano's sinking is coming up in late November, not long before the typical start of KanColle's winter events. Since they seem to reserve the introduction of new ships mostly for such events, perhaps that's what they're waiting on in this case.

Both of these items are pure speculation, but the latter does have at least a little logic behind it.
