Keep in mind:

While "Experts of Justice" is technically only the title for IPO Special Assignment 1, there are a number of IPO personnel who are customarily viewed as Experts by the public, despite the fact that they aren't agents of that particular branch. The Chief himself and the various department heads, for instance, are all commonly regarded as Experts, as are the members of SA11 and a few of the most visibly IPO-aligned members of SA2.

Statuses listed here are as of the Battle of Bajor (spring 2412). Operatives with underlined codenames maintain secret identities; it's their codenamed identities who are publicly known Experts of Justice.

3 questions:

1) What's SA21? I don't remember seeing it before, and it's not listed in the tables. Or is that the Hanagumi?

2) IIRC, SA1 = Lens. Other than the chief and department heads, is there anyone not hidden within Weapon Zero that has a Lens but is not considered SA1, and conversely is there anyone in SA1 who doesn't have a Lens?

Oops. You weren't supposed to see that yet. Disregard.

Oh, quite a few. There are Lensmen scattered throughout the IPO. Most numerous are the so-called "Blue Lensmen", who are members of Tactical Division, usually (but not exclusively) reasonably senior officers. The commander of Regional HQ for Earth, seen in Valiant Rose, was one of those. So was Luornu Durgo, before her transfer to the Space Force. They can also be found in the IPSF (Ruri Hoshino) and the Technical Section (we've seen Bruce Banner; there are others). CID has its fair share as well - we've seen at least five CID Lensmen, two of them in the Crime Lab (Gil Grissom and Nick Stokes) and three in Special Investigations (Xander Cage, Neil Krummell, and Kyouichi Saionji), and Catherine Willows was a CID Lensman before her transfer to Q Branch to help test BRIGHTEST DAY.

These are much less numerous, enough so that I can't think of any right off the top of my head. It isn't technically a requirement, but it rather goes with the territory. There are people who are considered Experts of Justice by the public who aren't Lensmen - the listed Jedi, for instance - but they aren't formally members of IPO Special Assignment 1.

Umphteen years ago in a BPGD post, and I believe she was also at Utena and Anthy's wedding.

The rest of Section 9 is busy still being Section 9. Various other members have appeared here and there. Togusa, for instance, was in Icebreaker/Thankless.

Also, if Wakaba and Catherine are both known as "Green Lantern," is it really a "codename," or is it a title (like "Expert" or "Master Jedi")?

Well, technically Alan Scott is the Alan Scott of the UF universe, but -

If BRIGHTEST DAY goes into production, they'll eventually have to be numbered or something, but for now it remains a shared codename, though in Wakaba's case it's less official, since she isn't part of the Q Branch paper trail. More of a nickname.
