Interesting. I suspect since it's in the story teaser, some subset of Our Heroes are going to be the ones responsible for Agni Kai's HQ burning down, but given what we've seen of these knuckleheads, I could also see it being their own damn fault.

Korra, possibly, but one glimpse of her by anyone and it'd be all over the news. Since we know the drug can burn out the minds of its users, I think it more likely they did it to themselves, thereby making the waterbender Triad's plan a complete success.
