April 13, 1928 was also a Friday. On that day. United States Secretary of State Frank Kellogg placed before the Locarno Treaties powers what became known as the Kellogg Note, a proposal to renounce the use of war as an instrument of foreign policy.

My late grandmother Phyllis, who was born on that day and lived until October 13, 2015, lived a lot longer than that idea. She was six weeks from her eighth birthday when Germany remilitarized the Rhineland and finished off Locarno for good.

Ten years later, on her 18th birthday—April 13, 1946—the Soviet government began construction on Arzamas-16, the secret facility that developed the first Soviet atomic bomb.

War. War never changes.
