I'm really torn about the record the Petrel team has been racking up. On one level, the historian and the sentimentalist in me are both pleased that these wrecks have been found. On another, I'm now dreading the all-but-inevitable follow-up news that they've all been plundered by "independent" Chinese salvagers.

I think (not clear from the source) they mean the government the ship belonged to and (when applicable) the one in whose waters it currently lies. Corruption can be an issue, of course, but there’s only so much you can do.
