Here is a true story: my elementary school had a student-operated radio station. No, seriously. Right here in West Podunk, Maine, in the early 1980s, all three of the K-5 schools the town had at that time had their own tiny AM transmitters and small broadcast studios. We didn't have call letters or anything, and the audible range on the transmitters was maybe 100 yards; I don't know if there was a special FCC licensing arrangement there, or if the transmitters were just too puny for the government to care about.

In the fourth grade, I had an afternoon show on the station at Katahdin Avenue School (where I went for grades 2 through 5). I played what would now probably be labeled a mix of Oldies and Classic Rock (although in 1982, Classic Rock only reached about as far as Boston's first album), with the occasional foray into AOR and juuust a hint of smooth jazz to keep everybody guessing. It was a pretty popular show, and operating the tiny station was good times - you had to be your own engineer, as there was only room for one person to work in there, and the equipment was old, probably donated, and quirky in a way that made learning how to work it effectively provide a satisfactory sensation of competence.

Until, one day, I closed the show with the B-side of the original 7-inch single of "They're Coming to Take Me Away, Ha-Haaa!" by Napoleon XIV.

If you didn't know, the B-side of "They're Coming to Take Me Away, Ha-Haaa!" is a track called "!AAAH-AH ،YAWA ƎM ƎʞAT OT ʚИIMOƆ ƎЯ'YƎHT", which is... well, exactly what you're thinking, I should expect.

That was my last show; first I was banned from the station on the assumption that I had somehow tampered with the turntable to play the record backward, and then, once I'd shown Principal Sanders the evidence that I hadn't, the grounds were changed to just favoring content that was obnoxious and unsuitable for elementary-school broadcasting. :)

Strangely enough, for certain values of "Russia" it's looking increasingly like it kind of is.

"Certain values" is doing a lot of work there; I've been reliably informed that referring to a Ukrainian as a Russian is a really, really good way to get into a fight, in a way that referring to a Texan as an American isn't. :)

Historically, you have to go back to tsarist days (as it appears Vladimir IV is keen to do) and even before; the Ukraine was once, and for a very long time, one of the Russias referred to in the Tsar's formal style, "Autocrat of All the Russias" (along with Belarus, formerly romanized "Byelorussia").

It says all you really need to know about the very-long-standing Muscovite attitude toward the western branch of the Rus' nation, in fact, when you consider that modern-day Russia, under the Early Modern multiple-Russias nomenclature, was "Great Russia"; Byelorussia was "White Russia"; and the Ukraine was... wait for it... "Lesser Russia".

I'm not saying the modern-day Ukrainians don't have plenty of latitude for grievance there, obviously, nor that the modern Russian attitude that one can wind that tape back has any validity whatever, but terminologically, if you go back far enough...

"Far enough" being just shy of 100 years. Ukraine only starts to come into being in 1917, (before that it was part of Russia, the Ottoman Empire, Poland, Lithuania, the Khanate of the Crimea or the Khanate of the Golden Horde, depending on location and year).

Title 47 CFR Part 15 is what it is under. That covers everything such as your WiFi, cordless phones, and hobby transmitters. For AM, you are allowed a max of 100 mW with an antenna no larger than 3 meters. FM and SW are also allowed, but their requirements are a lot more stringent (e.g. those iPod-FM transmitters and those real estate "Talking House" transmitters).

A lot of hobbyists have their own stations under these rules. I have an old P1 Win 2K computer feeding an AM and FM transmitter playing OTR shows and music for my enjoyment. When conditions on AM are right I've gotten around a mile coverage with my car radio. (Car radios are much more sensitive than those you use at home.) I got lucky and when a neighbor moved out of her house and let it get repossessed, she also quit the real estate business and left behind 5 of the Talking House transmitters. I run one of those and one of the C. Crane FM transmitters (although mine is the older, first model).

There's no limit on Part 15 stations being for profit, and some are actually run as such. Others are Community radio or hobby stations like mine. The only thing is you are not supposed to use callsigns, since the station is unlicensed, and you can't interfere with a licensed broadcaster. Even though I have my Amateur Radio license, it's still fun to think I have an AM and FM station going, even if it is "flea-power".

This whole discussion reminds me of a story I heard from friends who attended Stevens Institute of Technology in Hoboken, NJ. When I first visited the Stevens campus circa 1986, I found out that they had a student radio station (WCPR) that broadcast over the campus electrical system, which I found rather odd. When I asked why this was, I was told that the radio station used to broadcast on the AM band at some small but license-necessary power level. But in 1968 some clever EE type decided to hook the antenna feed to a steel cable that ran between the campus and the S.S. Stevens, a ship converted into a floating dorm parked on the Hudson river which housed the station at the time. According to legend, this cable turned out to be exactly the right length to be a "perfect dipole" antenna for the station's assigned frequency.

Suddenly, because of the efficiency of the improvised antenna WCPR could be heard up and down the entire east coast. (According to Wikipedia, it could be heard as far away as the Florida Keys, but I've found other accounts online saying that this claim has been somewhat exaggerated.) Long story short, the FCC ended up yanking the station's license, forcing them to go the electrical system (and more recently, web radio) route.
