I've been wondering at that myself, and I think we spot a little glimpse of what's up in this piece. Specifically, when Baldur stopped her charge, her initial reaction was...where is it...ah: "shock and incomprehension". Very interesting indeed.
I'm personally of the opinion that Freyja's trauma in the past left a much more exploitable hole in her psyche than anyone, her own brother included, would have ever conceived of. Akio, as we are already well aware, is quite adept at exploiting that kind of damage.
