   You probably could make it into a two-parter episode - or at least, the first half or so. Set it up kinda like Clues Spread Intermittently with whichever Batman's currently wandering around at the moment trying to find any evidence at all that the Joker isn't dead, slowly succumbing to paranoid obsession and lashing out at the people he holds dear, until finally he's forced to accept that this time the Joker really isn't coming back. Then you get the Harley arc going on in the next episode, but the only thing you can really do there is big up her dialogue with Batman and maybe add a few scenes with the police and/or the various Bat-sidekicks knocking around.
