It's mentioned in Interlude in Zero Gravity, albeit in a negative context (Utena notes to herself that he's not an adult and, as such, she cannot rely on that lineage's regenerative properties to save him without her intervention), and it's always been generally implied that the children of Detians are perforce Detians themselves.

No "likely" about it, she is (or will be; as noted above, before the age of around 18 it doesn't really do much in non-first-generation subjects, barring special cases).

No. It's linked to a particular Zetan decoration for heroism (the Order of the Eternal), which is technically awarded by the Wedge Defense Force, but can also be recommended by the IPO or any of a number of other services, mostly uniformed, in the Republic of Zeta Cygni. One does not need to be a member of any of those organizations to receive it - the Fire Department of New Avalon, for instance, has recommended several particularly heroic civilians for the Order over the years.

Becoming a member of the Order does not automatically mean one becomes a Detian, as some people have pretty significant philosophical reservations about it, but it does make the Omega-2 treatment available to them. Some have declined to collect that part of the award altogether, while others have left it for a later time (Virginia Shepard, for instance, didn't take hers until she was nearly KIA a few years after receiving the medal that goes with it).

I'm not sure whether any of the Cephirean Duelists have received the Order of the Eternal by 2410. There are a number of them who might have by this point, but it's never been firmly established either way, mainly because I never seem to think of it, and none of them has been given the award on screen. It's a fairly safe bet that even if there are some who are eligible, none has actually taken the virus yet, if indeed they plan to do so. That's a very big life step, and I doubt I would leave it to be done off-camera.

At any rate, it has nothing to do with being a Lensman, except that there's probably a statistically significant overlap between the two populations because of their similar base qualifications. One does not necessarily involve the other in either direction, though.
