Nah, he's a Mind Control/Psi Assault Dominator. (Mass Confusion = a riot!)

This is my planned Thugs/Traps Mastermind:

A former gentleman bandit whose MO involved posing as domestic staff in wealthy homes, then sticking the place up and shooting it out with the cops to escape, Jim Corcoran found he was getting too old for that action after his last stretch in the Zig. Now he employs angry young urban men to do the heavy lifting, and tries to elevate their situation by his suave and debonair example. Thanks to his old MO, he's known to the authorities as the dastardly... Gunbutler!
