It's never explicitly stated in the canon that I can recall, but there are several instances I can think of in which witches in combat shield themselves from attacks they couldn't have seen coming, which implies either that the shield is an automatic reaction triggered by danger (of which the witch herself need not be conscious), or it's more of a Star Trek deflector shield effect that's always on in all directions and is only visible when it's hit. I've gone for the former interpretation here, since energy consumption is something that they're all quite concerned with, and having an omnidirectional shield up all the time would waste a lot of it.
