The reason for this is that according to legislation, all ratings and officers "must serve afloat". It's also the reason that the museum ship HMS Victory has a rather REMARKABLY oversized company. Pretty much everyone that isn't specifically assigned to an HMS location, but instead serves in, for instance, the MoD, is assigned to Victory.
