If so, I would submit that they've kind of missed the point of the game's popularity outside the area where it's officially offered, but hey, I'm not their dad. :)
Also, it's worth noting that the 72nd anniversary of Shinano's sinking is coming up in late November, not long before the typical start of KanColle's winter events. Since they seem to reserve the introduction of new ships mostly for such events, perhaps that's what they're waiting on in this case.
Both of these items are pure speculation, but the latter does have at least a little logic behind it.
