I would argue that all it broadcasts is "I'm <lens wearer>. Period." The only additional thing it broadcasts is the undercurrent that the identification you've received is 100% genuine, accurate and verified.

It's up to the recipient to decide how they feel about that person, and what they think of them. I'm sure there are people out there who genuinely are afraid of Lensmen because of the propaganda they've been taught, but most people will likely not feel that way. Yes, I agree that it's not necessarily modest, but it's not particularly in-your-face over-the-top either...
