Seems more like the wartime belief that if something is crazy but it works, it isn't crazy. Cramming a genetically-modified humanoid into a 7ft tall suit of power armor that costs as much to build as a cruiser, turning them into a one-man army that can fight even the strongest members of the Covenant toe-to-toe and stand a good chance of winning?
