It might...

OK, so I was intrigued enough by this notion that I did a bit of research and a bit of math.

According to Memory Alpha (the Star Trek wiki that restricts itself primarily to reporting on things that have appeared on screen), Worf was born in 2340 and we first see him aboard the Enterprise as a lieutenant junior grade in 2364 (age 24). He's promoted to full lieutenant in 2366 (age 26) and to lieutenant commander in 2371 (age 31). This last bit is important because he appears as a full lieutenant, and an established member of Captain Picard's command staff, in S1M7 Reflections in Transition. Picard and his team appear in that story more or less as they are in the later seasons of TNG; since each season of the show was supposed to correspond to a year in-story, he'd be in his late twenties or early thirties.

Now. Over on the Babylon 5 side, the Babylon Project wiki says Susan Ivanova was born in 2230, and we see her as first officer of Babylon 5 in its first year of operation, 2258; her birthday is in April, so she's actually 27 when the show begins, but that's neither here nor there for our purposes. In UF, B5's first year of operation was 2405 (and we first see it, and her, in Reflections, which happens in May), which would mean the UF version was born in 2377. (Which would imply that her mother must have run afoul of some Olympus-backed precursor to the Psi Corps, I should think, since the Earth Alliance wasn't even created until 2390, but that's a different matter.)

Anyway, if UF's Worf was also born in 2377, and was also 28 in 2405, that would fall quite neatly within the window. That'd mean Picard and company, as we see them in Reflections, are basically as they appeared in season 5 of TNG. Even if he was a year or two older, it'd still work out fine.

(Interestingly, that means the Galaxy-class Enterprise lasted longer in UF than in the original, since she wasn't destroyed until 2412, seven years after Reflections; in TNG canon, she only had three years left in season 5. But then a lot of things take/last longer in the UF universe.)

So yeah! It is, logistically, entirely possible that Sergei Rozhenko was Andrei Ivanov's rabbi, and that one's adopted son and the other's daughter knew each other as children - although I must say becoming a rabbi is a slightly odd thing for a warp propulsion engineer to do in his retirement, and it could put a whole different slant on aspects of Worf's childhood.
