If you'll forgive a bit of fanwank from someone who knows the square root of bugger-all about Strike Witches, I'd like to offer some suggestions for places not covered by the OP. Ahemhemhemhemhem:-

The Bharati Confederation of Rajas
Let's be real here - the Anglo-Mysorean wars weren't what you'd call a cakewalk. I think the Britannians lose that fight if you add in magic, and the result is a stronger native Indian imperial collective with its power base centred around Mysore. Other Western powers begin industrializing in there, and we have a major player. By the time of the Neuroi War, politically speaking, the BCR resembles a more coherent HRE, but with nicer weather and better food. In terms of what it can practically do to aid the fight, the strength of Mysorean, Bahmani, Vijayanagari, and Orissan witches (among many, many others) lies in a combination of near-suicidal bravery (we're talking OTL WWI-era France levels), sheer élan, and the long-standing Indian love of combat rocketry -- not many people know that Congreve nicked all his ideas from Mysore's famous Galaxy Market, where the rocket-makers and powdersmiths plied their trade. There is a great preponderance of kaboom in the Bharati witch contingent, and their allies in the field are often glad of it.

Solomonia
A truly ancient kingdom that ITTL didn't have to deal with Italian colonial ventures to quite the same degree, Solomonia under the Selassies is more peaceful and more learned, though it still underwent Haile Selassie's program of reform. Addis Ababa is a young but vibrant city, full of light and learning, with many Venezian architects having fled their during the first Neuroi invasion to ply their trade; Solomonian witches have a similarly Italianate flair to their technology, while their magic relies heavily on impeccably-drilled forms perfected over thousands of years and collected in a single book, the Kebra Negesta, or Glory Of The Queens. That the book was first collated in the thirteenth century speaks volumes about how much of a tradition the practice of witchcraft has become. Don't ask why so many of the more recent witches have sheep and cow ears. It's a very long, very weird story.

((A brief note, if I may break character: during WWII, the Italian troops fighting in Abyssinia complained long and hard about the lacklustre nature of their rations. Rather than do, well, literally anything else, the Italian Air Force rounded up sheep, fitted them with parachutes, and airdropped them onto Italian positions. I swear to any and all gods of your choosing that I am not making this up.))

Freedonia ((I'm a Whovian, I couldn't resist))
Compared to OTL, Freedonia has a much happier and more prosperous history than its counterpart, Liberia. The fusion of Liberion magic and the medicine of witches from the Kru, Grebo, Kissi, and other groups was an exceptionally potent one, and it prevented Britannia and Gallia from bullying the young state out of its extensive territorial claims. With the full support of Liberion, Freedonia became an industrial nation and regional trading power, and it became a haven for displaced Gallians, Danes, and Brabantines (Dutch to you and me: witches made the Thirty Years War complicated) during the Neuroi War. Freedonian witches draw on a very, very wide magical tradition, and the sheer diversity of powers makes a unit of them a blessing for other witches, whatever the size. However, that size is generally quite small, and the generalist nature of their magical education and training can make them vulnerable against very high-strength units without support from dedicated defensive witches.

FiMFiction.net: we might accept blatant porn involving the cast of My Little Pony but as God is my witness we have standards.
