On a point of order, there are some time zones (e.g., Newfoundland & Labrador) that are less than a full-hour increment off GMT.

Alternately, there is the Bill Bryson interpretation (from his reading of a bit of another author's book on Australia in In a Sunburned Country): "About 2,800 milligrams talking there, I would say."

This is true, I stand corrected. I would also like to note that, in my opinion, these time zones are WEIRD.
I offer as proof of this the "Iran Standard Time" zone, which is UTC +3:30, and which only happens in Iran, even though there are other nations that essentially surround it that don't do something like this, several of which are small enough that they're "inside" the width of Iran(although, obviously, not inside Iran as such).
The only reason I can think of for this is that they're, well, Iran.

If you ever have a few spare minutes, and want to tear your hair out in frustration as to who thought this was a good idea, read up on Daylight Savings Time in Turkey. And then weep for those poor fools who have to keep datetime libraries up to date.
