Yes, it can be that simple. Assuming that Gryphon goes by the book (Street Fighter: The Storytelling Game, White Wolf Game Studio), the other route a fighter can take is to have fought sixty or more matches, with ten or more wins for every loss, in one of three divisions: Traditional, Duelist, or Freestyle.

Traditional doesn't allow weapons, special powers, or abilities; Freestyle doesn't allow weapons; Duelist uses all three, but doesn't allow firearms.

Of course, Gryphon may have changed any or all of this to suit his world.
