Yeah, you're probably right. The really funny thing is that those drums the destroyers are carrying in the expeditions don't even represent fuel. They're based on an attempt the IJN made at resupplying the troops on Guadalcanal by floating chains of drums packed with food and ammo to shore from passing destroyer flotillas. (It didn't really work. The drums kept sinking, or getting lost, or being intercepted by the US Navy, or being bombed and strafed by American planes. By the end of the campaign, the surviving soldiers were too malnourished and weak from disease to even drag the damn things ashore. Not for nothing is Guadalcanal still known in Japan as "Starvation Island".)
