The numbers in the helm commands are just directional vectors; they refer to bearings on the X axis relative to the galactic core and Y axis relative to the galactic ecliptic plane, respectively. So, if a ship were traveling parallel to the galactic plane, and headed directly toward the Core, that ship's course would be zero mark zero. If you wanted it to make a right-angle turn to port and pitch up 30 degrees, you'd tell the helmsman to make his course two seven zero mark thirty. (Roll attitude is irrelevant in outer space, unless you're setting up to dock with another spacecraft, so it's left out of normal helm instructions.)
