Quick update on this: I told said manager that wasn't what boss-of-boss had told me when he cut my position, and would he please put his recommendation through and let's see what happens; when he did, he got an explicit no. I expected that, but it's a data point to have the tacit acknowledgement replaced by outright proof that the guy is personally and specifically nixing my efforts to find another spot in the department. Managers who want to hire me are being flat-out told they can't.
