I don't recall it being said that the reason for the cybernetics (by choice or due to accident) made any difference to the law.
I don't think that people were all that afraid of Billy in OAV#3 (who appeared to be a lot more than 80% cyber, but Billy was working for the police too), but some folks sure seemed uncomfortable around him. I don't know if it was *him* or his *situation* ('if I get shot up bad, will they do this to me too?')that was making them uncomfortable. Like you, I don't recall anything like laws against massiver cyber or the like mentioned in BGClassic.
Of course, BGClassic *fanfic* is another story entirely.... but then fanfic usually is :)
