That's exactly how it came across, in a sort of "Baby's First Evil Scheme" way.
Also I noticed that, given this attempted arson and the later attempt at firebombing the concert, Clarissa already displayed a certain affinity for... ahem... Large-scale Conflagration.

I was wondering what this bit was about, but as soon as the station changed color, it was obvious in retrospect.

Yeah, when the story took this sudden turn, unexpectedly veering off from Boarding School Street onto Space Opera Boulevard, it left me a little dizzy and confused. "Whoah, I didn't know you could even get there from here..."
Now, of course, I'm used to it and wouldn't have it any other way - but at the time I was seriously wondering whether those things I saw coming up in the distance were maybe a shark and a ramp.
