Check Big John's Salvage, south of Boston. Just be careful of the Frankensteins who've set up shop there.

Yeah, the spawns are level-dependent, which means whatever level you are when you enter the same cell determines what armor spawns. And if you know the right place and pop up there after lvl 30, you're guaranteed a full set of XO-1 armor. You just have to fight an Assaultron and Sentry Bot for it.

Mine mostly looks like a salvage yard, what with half the sets of armor still sporting a layer of rust. "Come visit Sanctuary, where we have a selection of new and used power armor for sale! Guaranteed to work the first time you power it up or your caps back!"
