They had me until "gothic". The only thing worse than sincere gothicity is ironic gothicity. :)

(OTOH, it sounds like if an enterprising DM were to tone down the gothick somewhat, it might be a worthy successor to the late Erick Wujcik's Ninjas & Superspies. For values of "worthy" that acknowledge the fact that I'm talking about a Palladium game in the first place. :)
