Definitely too low. The art budget alone will probably end up more than that. On the other hand, once they've got something demo-able it may be easier to raise more money. I think you could make a good promising start for USD 320k. A big advantage is they don't have to be bleeding edge in the graphics and the basic structure and gameplay is already laid down.
