   I'm sitting there going, "okay, King Shark, and that's Rick Flag, and Peacemaker, and Harley's obvious, and that's probably Deadshot, but who's the guy with the hat?"

I had to look it up. And I mean, it makes sense that if he's trying not to be obvious, that's what Basil "Clayface" Karlo would look like...

   My own first thought was that it’s a guest appearance by Kamen Rider W/Joker, Hidari Shotaro. :3

Which, in turn, gives me the mental image of Harley meeting Ren "Joker" Amamiya (or Akira "Joker" Kurusu, if you prefer his manga name) and his crew. I think she would find the conditions under which they get their superpowers deeply bemusing for about five minutes, then roll with it. :)
