A question: What is the ship's objective? Exploration? Trading? Fast recon with a stealth system?

Unless you absolutely need thirty characters, it may be more practical to figure out what the ship does, then decide how many people are needed to run it.

Also, don't forget the value of "crunchies". (AKA extras, mooks, unnamed characters, redshirts, or "Ensign Expendable.") They don't need deep characterization, they just hold down a position.
