Probably, yes. It didn't come up in that scene, but they are in fact (adapted) actual uniforms--the basis for them is the uniform worn by Gallian Armée de l'Air night witches. They're not precisely standard issue, but they meet the uniform code (ref. the somewhat fancier bespoke uniforms often worn by high-ranking, well-to-do officers circa WWII IRL).

NOTE: The Armée de l'Air is the "new" Gallian Air Force, which has only officially existed since the founding of the Fourth Republic in 1945. I touched on this briefly in the notes on GG3/III, but many witches who fought as part of the Free Gallian Air Forces during the Occupation continue to wear their FGAF uniforms, including Perrine Clostermann, even if they're still on active duty as members of the new force. This is permitted out of respect for their service, although the FGAF was something of an outlaw organization at the time (since the Third Republic officially disbanded the prewar Gallian armed forces in 1942, at the same time that it capitulated to the Neuroi occupation and dissolved itself).

Oh yes, I forgot to make note of that. Sakuya is wearing hers, as she often does when working, but Remi is not.

In her first appearance she appears like she's usually shown, with that sort of hybrid librarian/blackjack dealer look. In the later scene, though I didn't go into detail, I like to imagine she was dressed as a chauffeur. :)
