Oh, she changes her hair color all the time. It gives the continuity people on the television production staff fits. Well, that and the fact that she somehow managed to age 10 years between the making of her first and second series. But, you know, it's a show about time travelers. They figured out ways of making it work. :)

(When she first started making the show she did still bleach her hair, but by the time she made her way back from the alternate universe she'd long since given that up. Still hasn't been ginger, though. The closest she's come was the time she saw a color called Crimson Disaster on a stylist's menu and couldn't resist trying it.)

TBH, she was so busy at the time that she didn't really notice until the first time she passed by a reflective surface. The look of confusion has more to do with the circumstances under which the previous incarnation died. :)
