   We know from on-screen evidence that skilled Force users can use it to lift, push, or pull with great... uh... well... force. But can the Force apply torque? Could a Jedi tighten/loosen bolts with it? And if so, with what degree of precision?

   I don't know about the total torque, but I can say they could apply great precision- in The Phantom Menace Qui-Gon manipulates the landing of a die in order to win Anakin's freedom, and does it without being obvious about it, which to me would indicate a fair bit of dexterity.

I'd probably try a long ratchet extension and some penetrating oil before hiring a Jedi for those stubborn bolts though.

   That could be manipulating probability, though. The closest thing we see to actual fine manipulation is this bit from one of the cartoons. I'm not sure if it counts as canon for these purposes:
