Basically, yes. There was almost certainly a lot of kidding around in some quarters, as that is endemic to the source - Shirley Yeager and "a lot of kidding around" kind of go together, for instance, and we know from New Tricks that Erica Hartmann is capable of causing mischief even a year and half after the fact and an almost unfathomable distance away, which, if she learns that it happened, she will regard as an almost unassailable new personal best. :) But that's all it was.

Nothing technical about it in a few cases. For instance, in mid-'43, when he was there the first time, Lucchini was 11 and Sanya had just turned 13 (though in fairness, the former was probably already a semiprofessional lecher).
