As is often the case, this turned out to be a bigger job than I expected going into it, and I couldn't have done it without help. Specifically, my fellow players, John Trussell, Anne Springsteen, Janice Barlow, Chad Collier, Geoff Depew, Rob Shannon, and Matt Wagner all graciously provided draft writeups for their characters and gamely went along with my last-minute decision that I needed screencaps of all their heroes' driver's license pictures. They also provided feedback and suggestions on formatting and whatnot during the development of the file.

A note on order

This is intended to represent an "in-story" document, so the characters depicted are grouped according to the ranks they would have in the Justice Guild comic, if there were one. Their ranks in the in-game Super Group are sometimes different, mainly because the SG rank mechanism in the game works better when applied by player rather than by character (it's primarily an access control mechanism for stuff in the Super Group base).

Also, not all these characters are members of the same Paragon City Justice Guild in-game. There are versions of the Guild on two different servers, and this document represents a sort of "merged vision" of the two groups - again, more like what would appear in a notional comic book about the characters. (That's why, among other things, this Guild has two vice-chairmen.)

As for the rankings, they conform to a loose idea of the characters' seniority based not only on character level, but also on roughly when they were created. Once again, this is an application of the idea that the Guild as an article of superhero fiction doesn't necessarily need to be constrained by the framework of the game.
