Strangely, she's both more and less evil in UF because that wasn't the case. The Salusian SPARTAN-II project wasn't devised as a means of keeping colonies down, but there wasn't a good reason for it either; in fact, there was essentially no reason for it. SPECWARDEVGRU just sort of... did it because they could, and on the time-honored military-industrial principle that if you don't blow your whole two billion credits in research funding this fiscal year, you won't get it next fiscal year.
