Yes, you did. Dr. Valen is a different TV program entirely. Imagine a Dr. Phil-style let's-all-mock-these-monkeys "talk" show hosted by a frantically parodiacal Prophet Mohammed who is obviously a white guy in TOS-Klingon swarthy-face makeup, and you have some idea of how offensive to observant Minbari Ask Dr. Valen is.

Strangely, she's both more and less evil in UF because that wasn't the case. The Salusian SPARTAN-II project wasn't devised as a means of keeping colonies down, but there wasn't a good reason for it either; in fact, there was essentially no reason for it. SPECWARDEVGRU just sort of... did it because they could, and on the time-honored military-industrial principle that if you don't blow your whole two billion credits in research funding this fiscal year, you won't get it next fiscal year.
