Her health is indeed low -- I'm not sure if her or Tracer is lowest (not counting shields or other shenaningans), but it certainly doesn't take much to kill her out of her MEKA.
However! She's the second-most-nimble character in the game (behind Tracer), has a ridiculously small hitbox, comparatively speaking, and builds Ultimate like a mofo out of her armor, using her pew-pew pistol...
... which is actually quite possibly one of the most frightening weapons in the game. No lie. It has no drop and no spread and no range limit: if you can see it, you can hit it. It fires faster than it has any right to, and does more damage per pulse than seems credible. So yes, on paper it is a 'weak pistol', but in action? Very much not so much.
In short, D.Va can take you apart up close or at range when she's out of her mech, unless you kill her fastfastfast.

Also don't forget her rocket charge both does damage and knockback on enemy players. 25 damage straight up (so it can finish off wounded peeps by itself), and the knockback is pretty good too (so you can punt full-health peeps over the edge).
D.Va is probably my favorite character, though stats-wise I'm doing best with Lucio. Mostly because both of them draw a lot of fire, but Lucio can self-heal.
