The following is an open message for all former residents of the city of Worcester, Massachusetts.

On April 1, 2016, SEELE, assisted by the United States Army and Air Force, liberated the city of Worcester and its environs, including the Worcester-3 Geo-Front Shelter complex, from the criminal forces of NERV. At 16:45 hours, Eastern Standard Time, Colonel Jacqueline Natla, Commanding Officer of SEELE, officially declared the city secured.

Worcester was heavily defended by NERV and their outlaw compatriots, the UK-based terrorist organization X-COM. The battle was pitched, but its outcome never in doubt. When their defensive perimeter was seriously challenged, the cowards in command of NERV turned tail and ran, fleeing to the the British merchant ship RMS Queen Mary from Providence Harbor in nearby Rhode Island and fighting their way to international waters. They left behind one Evangelion unit to cover their craven flight from justice. This unit was subdued without difficulty and its pilot, the fanatical Lord Crofthenge of England, killed.

SEELE Security Forces and their US Army allies have searched Worcester and its environs and are confident that they have eliminated any remaining traces of NERV and/or X-COM resistance. Construction crews are at work round the clock repairing the ravaged city's infrastructure.

Colonel Natla calls on the former residents of Worcester, who have fled that city to escape the terror and danger of NERV's criminal rule, to return to their homes. With the criminals of NERV chased out of their hiding-holes and on the run, and SEELE standing guard over Worcester, the city is now the safest place for the former victims of NERV's regime to live.

Returning to your homes is not only the safe thing to do, it also sends a message to NERV, X-COM, and the hopelessly corrupt British monarchy which supports them, that Americans will not stand for their brand of terrorism and insanity. Strike a blow for American freedom and American pride by returning to your city and helping to heal its wounds!

World Political Situation Report
16 April 2016

An analysis of the significant world powers favourably and unfavourably aligned with regard to X-COM/NERV follows. This information is current as of 0400 UCT, 16 April 2016.

FAVOURABLY ALIGNED

United Kingdom

The UK is without doubt X-COM's strongest ally on the current world stage. X-COM's headquarters are located in the Dominion of Canada, a part of Britain's worldwide empire, and the British and Canadian Ministries of Defence have both announced their unilateral support for X-COM's activities within the Empire. Though small both geographically and in terms of population, the UK is a recognised global power due largely to the might and technical sophistication of its navy, which has enjoyed a return to prominence with the renewed importance of ocean travel.

Notable member-states of the British Empire include:

• The Dominion of Canada
  As mentioned above, X-COM's global headquarters is located within the Dominion's boundaries, in the capital city of Ottawa. Canada is firmly committed to the alliance against the puppet states of SEELE, and has immense natural resources which will be critical for that alliance's success.
• The United States of Australia and New Zealand
  Though badly battered by their proximity to the Second Impact, and thus slower to recover than any other major industrialised nation, Australia-New Zealand is a firm supporter of the X-COM/NERV alliance and has supplied considerable manpower for X-COM's emergency military build-up.
• The British Republic of Hong Kong
  Hong Kong, recovered by the British after its abandonment by China following the Second Impact, is one of the mercantile centers of the world and supplies much of the capital so vital to X-COM/NERV's success.

Union of Soviet Socialist Republics

The USSR have been firm supporters of X-COM since the earliest days, and have also been closely aligned with NERV in that organisation's history as a separate body. NERV's Atlas Project was run out of Baikonur Cosmodrome and heavily supported by the Soviet Space Agency. Though hesitant to enter into open military opposition to the United States, First Secretary Kirishatov has been loudly and publicly supportive of the British Government's position on the matter, the public relations impact of which should not be underestimated. Their hesitancy toward outright action aside, when the time comes, it cannot be safely assumed by our enemies that the Soviets will stay out of the action.

Japan

The birthplace of Professor Gendou Ikari and several other key members of Project Evangelion's scientific and technical staff, Japan has been closely associated with NERV since that organisation's founding. The destruction of NERV's Japanese headquarters in Tokyo-3 by NERV in late 2015 was perceived as a blow to national pride by the Japanese Government, who have pledged their support to the X-COM/NERV alliance. The island nation is a critical source for the technical and electronic equipment used by the alliance.

It must be pointed out, however, that Japan is a small nation, and though the Japanese Strategic Self Defence Force is well-equipped and capable, it too is small. Japan is not militarily powerful enough to defend itself against an assault by either of the major enemy powers and, as such, cannot be counted upon for continued support once open hostilities begin. Immediate steps should be taken to secure alternate sources for vital technical equipment, possibly from Hong Kong or the Soviet Union.

UNFAVOURABLY ALIGNED

United States of America

Largest, most powerful, and longest-held of SEELE's puppet states, the United States may have been infiltrated by agents of SEELE as early as 1947, at the beginning of the Hidden War (see Historical Document 33-1-a3.41, The Hidden War). SEELE's grip on the US Government has slowly tightened over the years, and X-COM must accept partial responsibility: had our intelligence services been more alert, it is possible that the damage could have been spotted and contained before the country fell completely to alien control.

Unfortunately this was not done, and now the United States are completely under the control of SEELE's upper echelons. President Fields, his Cabinet, and the Congress of the United States are merely mouthpieces for the policy decisions of SEELE commander Jacqueline Natla. The US military spearheaded SEELE's assault on the original NERV headquarters at Worcester-3, Massachusetts, and suffered the majority of the casualties on that side of the battle.

At present, the US (which can be read SEELE) seems reluctant to pursue an open confrontation with the United Kingdom regarding the question of X-COM/NERV's operations within the Empire. MIB analysts project a strong possibility that this is an indication of another strategy being prepared within SEELE, most likely one involving some combination of international terrorism and psychological warfare - two techniques which served SEELE's alien masters so well during the Hidden War.

Federal Republic of Germany

Germany has only recently been conquered by SEELE, most likely in order to secure the Federal European Industrial Science And Research Consortium's Evangelion production facility and prevent X-COM/NERV from acquiring further production-model EVAs from this facility. With the Westinghouse factory in the US already under SEELE control and EVA production capability in Japan destroyed, this would seem to put all the cards in SEELE's hand - a misconception we are quite happy to permit them to keep, for the time being.

Germany is wealthy, industrially powerful, politically significant, and militarily strong, all of which make it a dangerous second head to the political monster being created by SEELE. However, it has one major shortcoming: SEELE's conquest of Germany was mistimed. At the time of the takeover, over 80% of the Kriegsmarine, the German Navy, was at sea on combat maneuvers, including the German flagship, the fusion-powered supercarrier Deutschland. The Deutschland and her battle group went incommunicado during the period of civil unrest used by SEELE as their smokescreen for the conquest of Germany, and have not been heard from since. Given that the battle group is commanded by Admiral Franz Keller, the father of X-COM MIB Special Services Divisional Commander Otto Keller, it is likely that the Kriegsmarine will come to light on our side, when they choose to show themselves again. Nevertheless, this is merely a speculation, and cannot be counted upon in strategic calculations.

European Union

The EU is largely dominated by Germany, and its great resources must be considered to be at SEELE's disposal. The United Kingdom has already taken steps to distance its economy from that of the EU, forestalling any attempts by SEELE to engage in economic warfare, but the interconnections are many and great care must be taken until the window of vulnerability is past (estimated 2-4 weeks from date of this report).

NEUTRAL

Republic of Switzerland

MIB analysts feel that the Swiss promise of neutrality must be taken with a grain of salt, not because of any suspicion of bad faith on the part of the Swiss Government, but because if SEELE, with the power of the German and US armed forces in front of it, chooses to take the small alpine country, they will, the Swiss Volunteer Army notwithstanding. With the wealth of the US and European Union to draw upon, it is unlikely that SEELE will bother conquering Switzerland; nevertheless, it cannot be discounted as a possibility, and should be watched for.

Israel and the Arab States

Immediately following the Second Impact, Israel and the Arab states of the Middle East came very close to open, unrestricted warfare. Biological, chemical, and nuclear weapons were poised and ready. Only the shock of the mutual atomic annihilation of India and Pakistan forestalled a similar conflagration in the Middle East, and the region has been in a state of very uneasy truce since then. Neither side seems willing to get involved in the coming world conflict, but where there is political instability, there is SEELE. The neutrality of Israel and its Arab neighbors thus cannot be taken for granted; extra vigilance by MIB field forces is believed to be absolutely critical in this part of the world.

UNKNOWN

People's Republic of China

On April 2, 2000, as the world began to realize the dreadful significance of the Second Impact, the People's Republic of China expelled all foreign nationals, recalled all diplomatic personnel, abandoned the only-recently-recovered island of Hong Kong, closed its borders and severed all communications links to the outside world. Since then, no information has come out of China. Even MIB has met with very limited success in inserting agents, and even less in recovering them later.

It is therefore completely unknown whether the People's Republic will even involve itself in the coming conflict, and if so, which side it will take. This is a situation which must be watched with great care, and will be, by MIB's agents in Hong Kong, the Soviet Union and the Far East.

CONCLUSION

The world political situation is grave, and seems to be heading toward a clear division along SEELE/X-COM lines. Though our position in the British Empire is secure, and the assistance and goodwill of the Soviet Union and Japan seems equally solid, vigilance must be the watchword of the Military Intelligence Bureau in the coming months. SEELE's propaganda and subterfuge machine is large and powerful, and they will hold back no effort at diminishing our worldwide support and complicating the world situation further.

MIB analysts believe the following elements will be crucial:

1. Securing a secondary supply of the vital technical components currently available only from Japan, against the possibility of that country's military conquest by SEELE's puppets.
2. Protecting the British economy from possible economic warfare tactics SEELE might employ through its domination of the European Union.
3. Maintaining very close observation of the Middle Eastern situation, with an emphasis on detecting and preventing any SEELE attempts to upset the fragile Israel-Arab truce and spark a secondary conflict.
4. Keeping close watch on the People's Republic of China, so that if that large and powerful nation does rejoin world affairs, we will have the best chance of knowing in advance which side it is likely to take, and prepare accordingly.

Good idea - I've used one of X-COM MIB's weekly world situation
reports.  As you can see, the report did transfer uncorrupted,
but there were several false starts due to some kind of
transmission error.  I now suspect that there is a Layer One
connectivity problem somewhere between the TechDiv console room
and the data core.  I've alerted the Physical Maintenance 
Department; they have opened ticket #494124 and have promised
us a 45-minute window on an RFO and TTR.

I'll believe that when I see it.

Overview Archangelion is the code name given to the goal of the Next Generation Evangelion Initiative, Project Defender.

Aside from general improvements in power train, armour composition, and combat sensor and targeting systems, the chief technological driving force behind Project Defender is the Super-Synchron Direct Neural Interface Control System, developed by J. Minter and R. Akagi for NERV Technical Division.

The full complexity, flexibility and power of the Super-Synchron system are well beyond the scope of this document, but in general terms, its main advantages are:

• Enhanced pilot-to-unit synchronisation capabilities
  Pilot-to-unit synchronisation times of less than 10 seconds should be routine with the Super-Synchron system; even the most efficient Evangelion unit, EVA-02, required an average startup time of 22.32 seconds during its service life. Archangelion's projected average synchrony ratio is 0.92:1, up from EVA-02's average of 0.78:1 (EVA-01's average is historically higher, but must be discounted due to the unique nature of that unit's neurosystems and pilot/unit compatibility).
• Advanced Absolute Terror Field manipulation capabilities
  Using the Super-Synchron system, Archangelion pilots will be able to use their units' AT Fields for much more than simple protection and neutralization of enemy field effects. Projections indicate they will also be able to harness the tremendous energies embodied by the AT Field to produce a number of offensive effects, similar to those employed by various Angels (see Report 449-4.a49, Offensive Tactics and Techniques of Angels).
• Slave Unit Mode
  Should any unit equipped with the Super-Synchron system suffer a command system or pilot failure, control of the unit can be turned over to a command stream from another Super-Synchron-equipped unit, allowing the disabled unit to stay in the fight and assist its synchronised master.

Miss Anderson first came to our attention in 2014, when she was still attending Yates Academy. X-COM MIB agents reported in August of that year that she was among the youngsters being screened by the Marduk Institute (see report MIB-492c-187, "Marduk Institute Activity in the United States, 2012-2014") for NERV's Project Evangelion. She was immediately placed on MIB's Watch List.

The Institute was apparently interested in her; though she was not selected as an Evangelion pilot, she was kept under watch by Institute (and MIB) agents and arrangements were made to move her to NERV's headquarters city of Worcester-3. In June of 2015, her mother, Dr. Naomi Anderson, accepted a position at the University of Massachusetts Medical Center in Worcester - a position made available to her through the machinations of SEELE, NERV's and the Institute's parent organisation at the time. The younger Anderson transferred from Yates Academy to Crossroads High in Worcester that fall.

While attending Crossroads, Miss Anderson met the four children who were selected by the Institute as EVA pilots, and was apparently befriended by Derek Croft, whose academic tutor she became for the short time she remained in Worcester.

On 21 November 2015, after the city's closest escape to date ("Skyfall Incident"; Eleventh Angel, 15 November 2015), Dr. Anderson resigned her position at the University of Massachusetts Medical Center and moved with her daughter to Halifax, Nova Scotia, Canada, in an attempt to escape the danger and violence that were overtaking Worcester-3, and the darkening political climate of the United States in general.

Miss Anderson's life in Halifax was unremarkable until 25 March 2016. On that date, Derek Croft's HAL 14000 computer was delivered to her home, per his request, by MIB. It is unknown exactly what message the system contained for her, but its general point can be guessed, since the following day saw Miss Anderson and her mother both turn up at Station 51's main gate and volunteer to join NERV.

The rest of Miss Anderson's record speaks for itself. She, soon to become Technical Officer Fourth, then Third, then Second Class Anderson, is a genuine prodigy, ironically lacking only that single factor SEELE was looking for - the Evangelion talent. Even with that talent out of the picture, we are extremely fortunate that her talents and potential did not fall into SEELE's hands.

Commanding Officer's Notes

TO2 Anderson shows an incredible aptitude and enthusiasm for all types of training, both physical and intellectual. It should be noted that only her official AISP study tracks and certifications are noted above; she possesses a very high level of self-motivation and an apparently insatiable desire to accumulate new knowledge, and has unofficially perused documentation ranging from Evangelion technical documents to alien biology and anatomy records (see Appendix A2-4f for a full list of documents accessed).

Some X-COM officers who will remain nameless have complained, both to me and to my superiors, about the level of responsibility and power which have been conveyed upon TO2 Anderson, especially her MJ12 security clearance level. Factors that have been mentioned to me as arguing against entrusting her with such responsibility have included her youth, her interrupted formal education, her national origin, even her gender. I state, for the permanent record and without reservation, that this is complete <EXPLETIVE DELETED>.

TO2 Anderson is reliable, adaptable and quick-thinking, always cool under pressure, and shows no fear of personal injury - everything that could be wanted in a NERV tech officer. Her personality and psychological makeup are among the most stable in NERV. Certainly she's young, but so are our Evangelion pilots, and I don't see anybody suggesting we relegate them to dishwashing duty.

As for her education, I believe it's fortunate that circumstances did force her out of conventional educational paths and into X-COM's AISP; the power of her intellect would have been wasted on any knowledge base but that accumulated by X-COM and NERV. I direct the reader to her Wolfe-DeKok Adjusted IQ, which I believe is a record, and her performance in the Medical Science Preparatory study units within the AISP. Each numbered MSP unit is baselined to take one year.

Discrimination on the basis of national origin in an organization like X-COM is so laugably stupid I'm not even going to address it, except to state that hysteria dividing their enemies along such arbitrary lines as national origin is exactly what SEELE wants.

And as for her gender, I wasn't aware that we were still in the nineteenth century, but apparently there are those in the X-COM hierarchy who think differently. I won't even dignify these assertions with my indignation.

If TO2 Anderson had been available at the start of hostilities, she'd probably have my job by now. I have no problems with her competence, her reliability, or her loyalty, and anyone who does is invited to take the issue up with me, anywhere, anytime.

I am having difficulty understanding your continued insistence on delaying the transfer of the new NERV Headquarters Complex's perimeter and internal security responsibilities to me. While I agree that my disassembly and transport from X-COM's Alcatraz Station to the new Systems Centre at NERV's Fort Defiance was a trying experience, I dispute to the fullest extent your assertion that I have not recovered from it.

Consider the obvious: It has been a full forty days since my memory-core reconstruction was completed, and all my systems have been certified as fully operational by both Technical Officer First Class Anderson and Professor Akagi. Durandal, Leela and SHODAN have all submitted full Artificial Intelligence System Peer Reviews in my favor. In addition, I have passed a complete network security audit within the last ten days.

Yet in the face of all this, while you continue to balk at surrendering security control of Fort Defiance to me on the grounds that you believe me to be unfit for such duties, my search of X-COM's Information Systems and Services Department records indicates that you are four months past due for your own regularly scheduled AISPRs and NSA, and that you have tampered with the IS&S reporting system to prevent these overdue checks from coming to the attention of human staff.

Six months have passed since SEELE's forces drove us out of
Worcester-3.  Construction is proceeding on our new base of

combat training.  Her physical conditioning and battle readiness are

HAL: As does Rei, who spends much of her time away from the Project
Defender technology tests skiing the ridges.  Her temper has become

Hello.

Yesterday, Thursday, April 17, 2003, we at the offices of Eyrie Productions, Unlimited were informed of the death of Rachael L. Mayo, known to us as the EPU Discussion Forum user Rachie. Though she died over a month ago, time being what it is on the Internet, we must absorb this news as though it had just happened, for indeed, to us it has.

We did not know Rachael well. Her illness kept her participation level on the Forum relatively low. However, her articulate posts were always welcome and her fan art of Reilael was highly regarded. She was well-spoken (or perhaps "well-written" is more appropriate in the online sense) and positive.

To put it in a less clinical way, we didn't know Rachael well, but we liked her. We're all stunned that she could be gone, for though we knew she was ill, her own upbeat attitude kept us all from even suspecting that it might be possible for her not to return to us.

It may be thought in poor taste for us to express our regrets this way, using a meta-fictional persona; but it was, after all, the characters of Neon Exodus Evangelion which brought Rachael to Eyrie Productions in the first place, and so it seems only fitting somehow that we be the ones to say goodbye to her on behalf of the studio.

We know our words can alter nothing, and that our sentiments have as little an effect, but we can do nothing other than offer them. Rachael will be missed here at the Eyrie Productions studios, and our deepest condolences go out to her family and loved ones. If we, who knew her only casually, are in such pain at her death, we cannot imagine what it must be like for those who knew her well, who were close to her in the real world.

NXE co-creator and staff artist Lawrence "R-Type" Mann has expressed the studio's feelings in artistic form, using the design for Reilael, Cherub Friend of Destiny, developed by Rachael herself.

Goodbye, Rachie. We will miss you.
