(shrug) It's the name of Tali's combat drone in Mass Effect 2. I'm told it's a Baldur's Gate reference.

He's a construction engineer. He was the chief project engineer on the City of New Avalon and Babylons (at least) 1-3, and has also headed up or consulted on several projects for the Quarian Union (which is why he was in Scandia when B3 was destroyed).
