Well, more "elected" in the traditional fashion: He was the first guy that didn't suck at the job. Seems Elder Lyons died shortly after the end of FO3, and Sarah died in combat not long after. The East Coast Brotherhood had several failed leaders until Arthur took over at 16, first killing the supermutant leader in DC and then negotiating the return of the Outcasts. With those two notches on his belt, plus a scar from killing a Deathclaw single-handed at age 14, the Elders back West decided he was the guy they wanted in charge and dubbed him Elder of the chapter.

As for the Capital Wasteland, there's nothing said aloud, but the general theme is that the Brotherhood has exerted a benevolent if somewhat harsh rule there. The "good" ending to FO3 seems to hold true, as the Enclave was defeated at Adams AFB and Project Purity is pumping out clean water to all. But the Brotherhood has also gone back to a strong "No outsiders allowed" policy and treats most of the locals of the Commonwealth as barely-civilized savages at best.
